Investigate libidn/idn recipe pkg exclusions

For each excluded package we need to consider whether it needs to be in the baseline.

For example we need to consider:
Is it important that it is kept in the baseline?
Why is it included?
What is the dependency tree that pulls it in?

It has been noticed that YP 2.1 Poky meta also provides a recipe for an earlier version that is licensed for GPLv2.
