Investigate cairo recipe pkg exclusions

For each excluded package we need to consider whether it needs to be in the baseline.

For example we need to consider:
Is it important that it is kept in the baseline?
Why is it included?
What is the dependency tree that pulls it in?

The LRT scan identified the following files with xGPL-3 licenses:
