go.cd pipelines failing to compile rust (seemingly local go-agent1 problem)

go.cd pipelines are testing PR's are failing due to an issue in rust, and sota-client (which requires rust) is now built by default in GDP. This means go.cd is showing PR's as failure even for no related changes.

A hotfix for this could be dropping sota-client, Leonanavi who submitted the sota-client package is trying to replicate the error
