Pulseaudio user service failing on Minnowboard GDP11 Master

Pulseaudio is failing with

intel-corei7-64 pulseaudio[305]: E: [pulseaudio] module.c: Failed to load module "module-alsa-sink" (argument: "sink_name=master device=hw:0,0"): initialization failed

This issue has surfaced before (originally raspi2) here:

The same fix patch is still applied, and pulseaudio user service is working on raspi2 for GDP11.

Currently I'm trying the release image of gdp9 for minnowboard to check
