Create a kernel configuration snippet framework

Make sure to consider the overall BSP alignment between AGL and GDP

Look at the configuration for meta-agl as inspiration and see how they handle different snippets of kernel configuration, and then create a "framework" for handling snippets of kernel configuration that enables different subsystems such as bluetooth and so forth.
