Aktualizr service startup is delayed by 45 seconds

There shouldn't be any reason for aktualizr to delay it's startup at all and 45 seconds is way too long. Why is this needed? If it's waiting for some service to start first, that should be handled by dependencies like it's done by all systemd services.
