chromium-wayland fails on R-Car after pyro upgrade

There are multiple issue between the chromium-wayland package and their third party stuff containing neon code (floating point libraries for several arm cores), and the newer gcc versions shipped in pyro branches. I've had several issues compiling where the gcc compiler will crash and dump an internal error message and referring to the gcc bugzilla. 

This has only been tested and verified against the r-car gen3 platform, we will need to investigate if it's an issue vs other armv7 platforms possibly.
