Integrate libvsi to gdp

Integrate the libvsi implementation provided at https://github.com/genivi/vehicle_signal_interface into the gdp.

• .bb files are in the master branch
• Test that it builds on all platforms
• Make sure that the artifacts wind up in the right place.
