Add new Renesas meta-ivi adaption layer

Beginning with Genivi 13 and Pyro the Renesas R-Car Gen 3 Genivi support has been split into two layers:

1. meta-renesas which provides a Pyro Yocto BSP
2. meta-ivi-renesas which adapts meta-renesas to meta-ivi, i.e. adds Genivi Yocto Baseline support.

This allows meta-renesas to by used in multiple projects such as Genivi and AGL.

meta-renesas was introduced into GDP with the Pyro PR.

This task is now to add meta-ivi-renesas to GDP and adopt the R-Car support in the GDP board setup mechanism to use it.
