R-Car: License manifest generation fails

    Description

      I've seen this a few times so I think it is consistent.
      When enabling:

      COPY_LIC_DIRS = "1"
      COPY_LIC_MANIFEST = "1"
      

      in local.conf

       
      Then this happens:

      So I guess the gles user module did not deploy license information in an expected way.

      Presumably then, it's the COPY_LIC_MANIFEST step that fails.

      Setting priority a bit low since we don't publish R-Car binaries, but it's easier if all builds can have the same setting, so it still matters.
