Enable GDP to build with Ubuntu 16.04 LTS

Unable to build GDP with 16.04 LTS. Build fails with the following issue.

ERROR: pa check failed
Make sure to have the pa libs and headers installed.

WARNING: exit code 1 from a shell command.

The only workaround suggested was to build GDP inside a container.
