Nominate component owner

The Component Owner is the Expert Group that is responsible for this component within the GENIVI baseline. The Component Owner has to track the component's relevance to compliance (and in particular which versions of the component is relevant to which version of the compliance spec). The component owner is nominated by the SAT that groups together the system architects from all EGs.

For practical reasons, the component ownership can be assigned to any individual within an expert group or by default is assigned to the expert group lead.
