Launch an app from another one

On -GDP-9-ivi, we used a customized launcher in order to launch our applications. With GPD 11, we wanted to use the integrated launcher. But, we discovered that using system command "systemctl --user restart <app.service>" in an application (to launch another one) did executed the application, but did not showed the corresponding layer. Selecting this application from the app tray would show its layer, the application was already running in background. The result is the same when we execute the command form a terminal emulator.

Is there a solution to launch and show application executed by another one. I tried to use the ivi layermanagement api to do it, but didn't succeeded. If there is not any solution at this day, it would be a great addition, since it is a common, if not universal, feature of operating systems.
