Check all submodule layers are upto date with the HEAD of Fido 1.8.* branches

Because we use git submodules, we point at hard commits. During the release process it is acceptable that the submodules (layers) upstreams could have new commits for the corresponding Poky version (in this case 1.8 Fido, which itself has new commits in the fido branch for CVE fixes). Before release we should check for any new fido commits in each respective layer.
