Create a strategy for where to put stuff in the g-d-p / m-g-d repos

There need to be a documented strategy for where to put different Yocto recipes. Currently all of the additions are ad-hoc. To do this we need to do some documentation on what can be moved / reorganized to lessen the amount of folders and clutter.

This will be more important as we merge g-d-p and m-g-d.
