Restructure bbappends into the new "namespace" layer structure

Actually do the implementation of "namespace" bbappend layers, as described in the final proposal outcome of GDP-609.

Acceptance Criteria

• Restructure as described.
• Test that builds and behavior is OK
• Merged to master
