Create a bluetooth kernel configuration snippet

Make sure to consider the overall BSP alignment between AGL and GDP

Using the framework described in GDP-719 create a bluetooth snippet that will enable bluetooth on all our platforms, including building some bluetooth drivers necessary for different hardwares. 

The implementation should use USB bluetooth dongles when possible.

• Bluetooth should be part of all platforms that can perform it (using USB bluetooth dongles). 
• All bluetooth functionality should be configured as modules as far as possible.
