Improve and integrate baseline testing

Background

Baseline testing has been taking place within member companies and by maintainers. There is a desire to build on this by adding to existing tests available in the open, particularly through contribution/participation and to build them into the Go CD infrastructure.

It is expected that this will be an iterative process, with improvements delivered over time. A more expansive infrastructure for automated testing has been delegated to the Tools Team for example.

In a first iteration the Yocto test layer will be used to test the Miranda Yocto Baseline, report any issues and provide some first integration of testing into the Go CD pipelines for the baseline.
